Inmetro has published Public Consultation No. 12, dated August 3, 2026, proposing changes to the Conformity Identification Marks used in several mandatory certification programs. The objective is to integrate additional product categories into the "Inmetro in the Palm of Your Hand" project, an initiative focused on the digitalization, traceability, and authentication of conformity marks through security technologies and digital verification.
The proposal covers the following regulations:
- Electrical Wires, Cables and Flexible Cords (Inmetro Ordinance No. 131/2022);
- Lead-Acid Batteries for Automotive Vehicles (Inmetro Ordinance No. 145/2022);
- Flexible Polyurethane Foam Mattresses and Mattress Pads (Inmetro Ordinance No. 35/2021);
- Innerspring Mattresses (Inmetro Ordinance No. 75/2021);
- Metal Cookware (Inmetro Ordinance No. 499/2021);
- New Tires (Inmetro Ordinance No. 379/2021);
- Gas Lighters (Inmetro Ordinance No. 63/2020);
- LED Lamps and Luminaires (Inmetro Ordinance No. 231/2026).
What Will Change?
The main change is the adoption of a new conformity mark model that will allow verification of product authenticity through Inmetro's official application. The proposal includes advanced physical and digital security features, increasing the traceability of certified products and strengthening efforts to combat counterfeiting and the improper use of conformity marks.
According to the preliminary technical analysis, the new marks are expected to incorporate features such as:
- Digital registration of conformity marks;
- Visible and invisible authentication elements;
- Features verifiable under ultraviolet light;
- Security mechanisms to prevent reuse or improper removal;
- Integration with the "Inmetro in the Palm of Your Hand" digital ecosystem.
Proposed Implementation Schedule
The public consultation presents the following implementation timeline:
- January 1, 2027: mandatory digital registration of conformity marks begins;
- July 1, 2027: mandatory application to manufactured or imported products;
- July 31, 2028: commercialization allowed exclusively with the new digital conformity marks.
Impact on the Industry
The proposed changes will require adjustments from manufacturers, importers, certification bodies, and other stakeholders involved in conformity assessment activities. Among the main challenges identified are the implementation of the new traceability mechanisms and the definition of responsibilities related to verifying the physical security requirements of the marks.
During the preliminary technical review, important questions were raised for discussion within technical committees, particularly regarding how to demonstrate compliance with requirements such as resistance to abrasion, weather conditions, chemical exposure, attempted removal, and validation of the invisible security features incorporated into the new marks.
Participation in the Public Consultation
Inmetro has established a 30-day period for stakeholders to submit comments and suggestions following the publication of the public consultation. Contributions must be submitted exclusively through the Brasil Participativo platform.
