NCC NEWS | Update on Inmetro Ordinance No. 299 – New Rules for Fans and Air Circulators

We inform you that Inmetro Ordinance No. 638, dated October 7, 2025, has been published, amending Ordinance No. 299/2021, which sets the Conformity Assessment Requirements (RAC) for table, wall, pedestal fans and air circulators.

Key Changes

The new Ordinance introduces important adjustments, including:

  • Updated scope: Applies to domestic fans and air circulators with voltages of 127 V, 220 V or dual voltage.
  • Specific exclusions:
  • Blades smaller than 26 cm or larger than 60 cm (with 1 cm tolerance).
    • Products with additional functions beyond ventilation, Class III, or battery-powered.
  • Climate classification: All products must be Class “T” (tropical) according to IEC 60335-2-80.
  • Mandatory tests:
    • Electrical safety according to IEC 60335-1:2016 (Ed. 5.2) and IEC 60335-2-80:2015 (Ed. 3.0).
    • Energy efficiency for blades between 26 cm and 60 cm.
  • National Energy Conservation Label (ENCE):
    • Standard format (70 mm x 100 mm).
    • Declaration of the worst value obtained for dual voltage or three-speed products.

Impact on our clients

  • Technical adjustments: Products must meet the new requirements.
  • Document updates: Inclusion of ENCE according to Inmetro models.
  • Implementation deadlines:
    • Manufacturers and importers: up to 54 months after the effective date.
    • Retailers: up to 60 months after the effective date.
